Captain Sheldon A. Goodrum currently serves as a Staff Judge Advocate (JAG) with the 178th Wing, Ohio Air National Guard, Springfield, Ohio. In this capacity, Captain Goodrum provides legal counsel to commanders, first sergeants, and unit personnel on matters involving military justice, ethics, administrative law, and operational law. He advises leadership on compliance with the Uniform Code of Military Justice (UCMJ), regulations, and Air Force policy while also assisting airmen with legal concerns. As part of the JAG Corps, Captain Goodrum ensures that commanders have the legal tools necessary to make informed decisions, uphold the integrity of the service, and maintain mission readiness.
Prior to his current role, Captain Goodrum served as the Commander’s Support Staff (CSS) Flight Commander for the 200th REDHORSE Squadron, Detachment 1, Mansfield, Ohio. In this position, he directed personnel and administrative programs, oversaw strength accountability and manning, and managed Officer and Enlisted Performance Reports. He also supervised financial management specialists, monitored unit budgets, and safeguarded member pay, while frequently briefing commanders and senior staff to support informed decision-making.
Captain Goodrum served as the Emergency Management Agency Liaison Officer (EMA LNO) during Ohio’s COVID-19 response. In this critical role, he acted as the single point of contact between the Ohio National Guard (Army and Air) and the Ohio Emergency Management Agency, the Emergency Operations Center, and other state agencies. He coordinated logistics missions, including the movement of vehicles and equipment, and supported the Ohio Department of Health’s Receipt, Stage, and Store (RSS) warehouse operations. Immediately following that mission, he became the Deputy Joint Surgeon at Joint Force Headquarters in Columbus, Ohio, where he coordinated with state and federal medical partners to develop and implement National Guard medical policies, procedures, and operational responses.
Captain Goodrum began his military career as an Infantry Officer in the United States Army, where he served as a Platoon Leader, Executive Officer, and Company Commander of a Heavy Weapons Company. He served in that role from May 2015 until December 2019, when he transferred to the U.S. Air Force.
A native of Northwest Ohio, Captain Goodrum maintains strong ties to his hometown. He graduated from The Ohio State University with both a Bachelor of Arts and Science and a Master of Public Administration. In December 2023, he earned his Juris Doctor from Capital University Law School.
